Terms of Service

The rules for using CARE, in plain words.

Draft — under review by a lawyer. Not final.

Who we are

CARE New York (Community Access Resource Enrollment), called "CARE" or "we" here, is a private service in New York. We are not a government agency and we are not a law firm. We do not give legal advice.

These terms apply when you use our website, call or text us, or use our services.

Benefits are free

Government benefits are free. You can always apply on your own or get free help. CARE charges only for the help we give, never for the benefit.

What we do

We check which public benefits you may qualify for, explain them in your language, help you gather papers, fill out forms with you, submit them with your permission, and remind you before renewals.

What we do not do

We do not decide who gets benefits. The agency decides. We never promise approval, an amount or a date.

We do not handle SSI, SSDI, workers' compensation, VA claims or immigration cases. We refer you to free, qualified help.

Who can use CARE

You must be 18 or older, or a parent or guardian can use CARE for you. If you ask for help for someone else, you must have their permission.

Fees

Prices are on our pricing page. We tell you the price before we start.

When you say yes, we place a hold for the price on your card or Cash App. A hold is not a charge. You have 5 days to send us your papers. We charge the hold only when we submit your application. If we do not submit, the hold is released and you are not charged.

We never take part of your benefit and never charge a percent of a tax refund. Help is half price if your household gets SNAP, Medicaid or SSI, or is under the poverty line.

Plans and renewals

CARE Keep plans are billed monthly or yearly until you cancel. You can cancel any time by phone or text, at no cost. Canceling stops the next charge. If you cancel a yearly plan, we refund the unused full months.

Payments and refunds

We take card, debit card and Cash App through a secure payment company. We do not store full card numbers.

A hold can lower your available balance until it is charged or released. If papers arrive late, we can place a new hold with your OK.

The $35 Benefits Review is paid when you book it. We take it off the price of an application within 30 days.

If we made a mistake, tell us within 30 days. We will fix it or refund you.

Your part

Give us true and complete information. Read and sign your own forms. Tell us about changes in income, address or household. You are responsible for what you sign and send to an agency.

How we submit

You sign every form. We never sign for you and never use your passwords. We submit only with your written permission.

Calls, texts and our AI assistant

Calls and texts may be answered first by Sofia, our AI assistant. She tells you she is an assistant, and you can ask for a person at any time. Calls may be recorded and transcribed to help us serve you.

Text messages follow our SMS Terms.

Privacy

Our Privacy Policy explains what we collect, why, and how we protect it.

Limits of our responsibility

We work carefully, but agencies, rules and deadlines are outside our control. As far as the law allows, our total responsibility to you is limited to the fees you paid us in the 12 months before the problem. Nothing here limits rights you have under New York law.

Disputes

Please call us first. Most problems can be fixed fast. These terms follow New York State law. You may also use small claims court.

Changes to these terms

We may update these terms. We post the new date on this page. If a change affects a plan you pay for, we tell you by text or email first.
